The Racing Bros are two brothers who run the mini-game Hyrule Hotfoot. Both can be found in Hyrule, one by the southeast, not far from the House of Gales and the other by the north, next to Rosso's house.
Besides Rupee prizes, the Racing Bros will grant Link with a Piece of Heart when he is able to complete the mini-game within 65 seconds for the first time.
