The idea here is to stand on the very center of the nearby hill, and unlike a flying DeLorean, you actually want to get struck by lightning. Multiple solutions exist:
The objective is to stand onto of the nearby hill and get struck by lightning. Link can do this by dropping a metal sword, bow, or shield, or to use Urbosa's Fury. Both will cause lightening to blowup the mound, revealing the shrine.

*You can try dropping a metal item for it to get struck instead of you. Smart.
Qukah Nata's Blessing
*You can use Urbosa’s Fury to bring down the heat.
The Qukah Nata Shrine is simply a blessing with no challenges at all. Run forward and open the treasure chest to acquire the Rubber Tights, one of the items that are a part of the Rubber Set. Then speak with Qukah Nata at the altar to acquire the Spirit Orb.
*Or you can just wear the Thunder Helm like a boss.

Unlocking the shrine completes the quest.

After all that effort, the shrine itself contains no challenges at all. Simply move forward, open the chest (Rubber Tights), and then examine the altar for your well-earned Spirit Orb.

Shrine Quest: A Song of Storms

Main article: A Song of Storms

To begin the quest, talk to Kass near Calora Lake. He will teach Link the ancient song of the area.[1]

The objective is to stand onto of the nearby hill and get struck by lightning. Link can do this by dropping a metal sword, bow, or shield, or to use Urbosa's Fury. Both will cause lightening to blowup the mound, revealing the shrine.

Qukah Nata's Blessing

The Qukah Nata Shrine is simply a blessing with no challenges at all. Run forward and open the treasure chest to acquire the Rubber Tights, one of the items that are a part of the Rubber Set. Then speak with Qukah Nata at the altar to acquire the Spirit Orb.
