Requirements
From 11am until 5pm each day, Cottla can be found running around Kakariko Village. If Link chats with Cottla during this time, he can play with him, which will start the Playtime with Cottla quest.
Walkthrough
Link can choose to play hide-and-seek or tag with Cottla, of which either game will satisfy the requirement to complete the quest. If it goes beyond 5pm, Link will need to wait until the next day, as Cottla will head off to eat dinner.
If Link plays hide-and-seek, Cottla can be found sitting on the wood platform, right behind Impa's house.[1] If Link finds Cottla, she will reward Link with some Rock Salt.[2]
If Link agrees to play Tag, Link will appear somewhere in the village and Cottla will be off straight ahead. Run ahead quickly and you'll likely find Cottla. It's fairly easy to catch her.[3][4]
Regardless of what Link plays, the reward for completing the quest is a Rock Salt, given by Cottla.
