Requirements
Cottla runs all throughout town, but she's only available during mid-day hours since she is a child. Talk to her to start the quest.
Walkthrough
There's two options (and you can repeat them as much as you like). One option is to chase her, which is not hard. The other option is to find her; she always hides behind Impa's house.
Play with her at least once to complete the quest, and get some Rock Salt.
