Below is a listing of all 20 Power Gems that Link finds on his quest. When Link has collected 10 Power Gems he can restore a portion of Leaf's power. In order to do so, he must take the gems to Spirit Island, which is a hidden Island located just south of Molida Island. If Link has collected all 20 of these gems, he can take them to the spring at Spirit Island to fully restore the power of Leaf. The 20 Power Gems are listed in roughly the order they become available to collect.
Power Gem #1
Location: Isle of Ember
Conditions: Complete the Temple of Fire
After completing the Temple of Fire, speak with Astrid and she will give you the Power Gem. This is one of the few Spirit Gems in the game that Link is required to get.
Power Gem #2
Location: Cannon Island
Conditions: Complete the Temple of the Ocean King Part II
Enter the cave found on Cannon Island and make your way to the southeast corner of the map. Here you’ll find a cracked wall and you can blow this wall up with a bomb flower. You’ll have to be quick as it is quite a distance away. Beyond the wall you will find a treasure chest containing the Power Gem.

Location: Isle of Gust
Conditions: Reach the Northwest Quadrant
While traversing the Isle of Gust, you will reach an area just north of Linebeck's Ship, along the western shore, where you can dig up a bunch of geysers with your shovel. Dig up the soil spot here and ride the geyser to the higher platform. Open the treasure chest found here to get the Power Gem.
Power Gem #4
Location: Temple of Wind
Conditions: Reach Floor B2 of the Temple of Wind
Found in the large sandy room on Floor B2 of the Temple of Wind. Carefully avoid all the Sandworms and open the treasure chest at the west side of the room to get the Power Gem.
Power Gem #5
Location: Mercay Island
Conditions: Collect 500 Rupees
This gem is available for purchase at the Mercay Island Shop from the start of the quest. While you can buy it immediately once you have the rupees, it is usually best to wait until the mid-game when rupees are a bit more plentiful.
Power Gem #6
Location: Mercay Island or Mailbag
Conditions: Complete the Temple of Wind
After completing the Temple of Wind, return to Mercay Island and speak with Oshus and he will award you with a Power Gem. If you don't speak with Oshus immediately, he will eventually mail you a letter that the Postman will deliver.
Power Gem #7
Location: Mercay Island
Conditions: Acquire Bombs
Just southeast of the Temple of the Ocean King, there is a cracked wall that Link can blast open with a bomb to reveal a cave. Inside you can jump over to a platform with a treasure chest that contains the Power Gem.
Power Gem #8
Location: Temple of the Ocean King
Conditions: During Temple of the Ocean King Part III
When you reach Floor B4 of the Temple of the Ocean King you will first be introduced to Phantom Eyes. Defeat all of them on this floor and a treasure chest appears at the east end of the room. Open it up to get the Power Gem.

Location: Temple of Courage
Conditions: During Temple of Courage
Located at the far northwest corner of Floor 1F of the Temple of Courage. Blast a hole in the wall between the two stone tablets and you'll find a pair of treasure chests. The one on the right side contains the Power Gem.
Power Gem #10
Location: Temple of Courage
Conditions: During Temple of Courage
On Floor 2F when you are navigated the south end of the room, crossing the five moving platforms, you will see a pair of eye switches against the north wall. Shoot both of these eyes switches with an Arrow and a treasure will appear that contains the Power Gem.
Power Gem #11
Location: Temple of the Ocean King
Conditions: Acquire the Bow
Return to Floor B3 of the Temple of the Ocean King. At the east side of the room, just southeast of where you need to place the Force Gems, you will find an eye switch. Shoot the eye switch with an arrow and quickly run to the treasure chest that appears. This chest is on a timer, so I recommend defeating all the Phantoms first to clear your path.

Location: Goron Island
Conditions: After Reaching Goron Island
Once you make it to the maze at the north side of Goron Island, you can navigate westward and you'll find a floor switch on the ground. Step on it and it lower spikes just to the west. Now after making your way through the maze and once you are just outside Goron Temple, you can head back east passed the lowered spikes and open the treasure chest to get the Power Gem.

Location: Isle of Frost
Conditions: Acquire the Grappling Hook
After completing the Temple of Ice, you can use the Grappling Hook on the Treasure Chests and Wooden Pegs located on the Great Ice Field in order to reach the higher perimeter of the area. At the east end of the Great Ice Field, drop down a level to a treasure chest and open it to get the Power Gem.

Location: Molida Island
Conditions: Acquire the Grappling Hook
Reenter the cave on Molida Island, located by Romanos' house. Climb the initial steps and jump eastward towards the area where you first encountered a Zora Warrior. Before jumping off the ledge, if you look to the east there is a treasure chest in the distance. Grapple over to it and open it to get the Power Gem.

Location: Spirit Island
Conditions: Acquire the Grappling Hook
Make your way to Spirit Island and walk to the east. Use the Grappling Hook on the wooden peg to reach the easy side of the island. Navigate passed the Octoroks and Rupee Likes to find a treasure chest that contains a Power Gem.

Location: Bannan Island
Conditions: Acquire the Grappling Hook
There is a small piece of land in the water right near dock at Bannan Island. Grapple over with the Grappling Hook and open the treasure chest to get the Power Gem.
Power Gem #17
Location: Temple of the Ocean King
Conditions: Complete the Ghost Ship
On Floor B7 of the Temple of the Ocean King, there is a wooden peg at the north end of the room, just to the right of the treasure chest where you get the Round Crystal. Stand on the peg and use the Boomerang or Bow to hit the crystal switch. This will cause a treasure chest to appear for a short moment. Quickly run over and open it to get the Power Gem.

Location: Isle of the Dead
Conditions: Acquire Northeast Quadrant Sea Chart
As you progress in the main quest through the Isle of the Dead, you will find an underground cavern by digging with your shovel. Once you do, blow up the wall to the north in the cave and open the treasure chest found here to get the Power Gem.

Location: Isle of Ruins
Conditions: After acquiring the Regal Necklace
Progress through the main story and drain the water at the Isle of Ruins, revealing the maze at the southwest part of the island. From the maze, head north at the northeast corner and you'll find a treasure chest that was previously underwater. Open it up to find the Power Gem.
Power Gem #20
Location: Varies
Conditions: Complete Mutoh's Temple
After completing Mutoh's Temple, King Mutoh will send you a letter in the mail that contains a Power Gem. This event sequence will happen only after you save and reopen your game file.
