The Phantom Armor is a chest-piece found in Breath of the Wild. It has a base defense of 8, and was released as a part of the first DLC expansion for the game: 'The Master Trials'.
Location
As part of the EX Treasure: Phantasma side quest, Link will learn that the armor piece can be found at ceremonial grounds where royal guards are honored... This is in reference to the Sacred Ground Ruins, located at the north part of Hyrule Field, just south of Hyrule Castle. There is some shallow water at the ceremonial grounds and the treasure can be found just to the southeast. Link will need to use Magnesis to pull it out of the ground.

After Link has obtained this item for the first time, he will be able to purchase it from Granté in Tarrey Town for 50 Rupees.
Armor Set
The Phantom Armor is part of the Phantom Set, which includes the Phantom Helmet and Phantom Greaves. When individually equipped, they will give Link an [[Attack Up] upgrade. The Phantom Armor is not enhanceable or dyeable.

The chest is in the shallow water, just southeast of the ceremonial platform at the Sacred Ground Ruins. 
Use Magnesis to more easily spot its location.
