There are a total of 26 Secret Seashells found in Link's Awakening. They are found all across the overworld, with a few being hidden in dungeons as well. After collecting twenty seashells you head to the Seashell Mansion to get the Koholint Sword.
Secret Seashell #01
Location: Mabe Village
Conditions: After obtaining the Sword.
One screen above the Trendy Game Shop is an area covered in bushes. Chop down the bush four rows over and four rows up to obtain the first seashell.
Secret Seashell #02
Location: Mysterious Forest
Conditions: After obtaining Power Bracelet.
There is a chest in the Mysterious Forest that is blocked off by a rock guarded by various enemies. Use the Power Bracelet to move the rock and open the chest to receive a seashell.
Secret Seashell #03
Location: Mabe Village
Conditions: After obtaining the Deluxe Shovel.
You can get this seashell any time after purchasing the Deluxe Shovel for 200 rupees from the Town Tool Shop. After buying the Shovel, dig up the dirt in the bottom-right corner of the doghouse to reveal a buried seashell.

Location: Tail Cave
Conditions: After obtaining Bombs.
After completing Bottle Grotto the shop in Mabe Village will now carry bombs, which are sold at 10 for 10 rupees. Pick up some bombs and head back to the Tail Cave, and go to the room with the cracked wall. Bomb the wall to gain access to a secret room with a chest containing a seashell.

Location: Ukuku Prairie
Conditions: After obtaining the Deluxe Shovel.
Climb the stairs one screen right of the entrance to Key Cavern. Then head left one screen to find some patches of grass growing around a square spot of land. Dig up this spot to reveal a buried seashell.
Secret Seashell #06
Location: Seashell Mansion
Conditions: After obtaining five Secret Seashells.
After obtaining at least five Secret Seashells head to the Seashell Mansion in Ukuku Prairie. Once inside, walk through the two bars to receive a seashell.
Secret Seashell #07
Location: Ukuku Prairie
Conditions: After obtaining the Sword.
One screen right of the Seashell Mansion is an area with some bushes. Chop down the two on the top, and the second will reveal the hidden seashell.
Secret Seashell #08
Location: Richard's Villa
Conditions: After obtaining the five Golden Leaves and Roc's Feather.
After retrieving the five Golden Leaves from Kanalet Castle for Richard, he will allow you to take a set of stairs beneath his home to Pothole Field. After going down the stairs take the left path. Push the boulder into the pit and jump across to gain access to the chest where a seashell is hidden.

Location: Ukuku Prairie
Conditions: After obtaining the Sword, the Deluxe Shovel and the Power Bracelet.
Travel south towards the Cemetery to Ukuku Prairie and you will notice a rock blocking a staircase. Move the rock with the Power Bracelet and then head down one screen. Cut down the bush there and dig in its place to recover a seashell.

Location: Ukuku Prairie
Conditions: After obtaining the Pegasus Boots.
Right after leaving Mabe Village to the east (where you cut through the bushes and move the rock), head down one screen. There is a Telephone Booth and a tree here. Ram the tree with the Pegasus Boots equipped to reveal a hidden seashell.

Location: Seashell Mansion
Conditions: After obtaining ten Secret Seashells.
As with receiving the sixth seashell you will receive an eleventh seashell for getting ten seashells as well. Go back to the Seashell Mansion and walk between the bars to receive the seashell.

Location: South of Mabe Village
Conditions: After obtaining the Pegasus Boots.
Head south of Mabe Village and take the route leading to Tail Cave. Right before you come to the screen with the entrance to Tail Cave there is an area with a lone tree. Charge into its left side with the Pegasus Boots to reveal a hidden seashell.

Location: Martha's Bay
Conditions: After obtaining the Sword.
There is a small bush near the southwestern corner of Martha's Bay. Chop down the bush there to reveal a hidden seashell.

Location: Ukuku Prairie
Conditions: After obtaining Bombs, Roc's Feather, and the Deluxe Shovel.
There is a cave left and south one screen from the area with a small rock maze. Enter it and go right one screen, then bomb the indention in the western wall. Enter the hole and jump across the pit to get to the staircase. You will come out of the cave above the one you originally entered. Go up one screen and dig the ground one step down and one left of the Owl Statue to reveal a buried seashell.

Location: Ukuku Prairie
Conditions: After obtaining the Power Bracelet.
In the area with Moblins and donut-shaped stones you will notice an out of place rock. Lift it up with the Power Bracelet to reveal a hidden seashell.
Secret Seashell #16
Location: Yarna Desert
Conditions: After obtaining the Power Bracelet.
After defeating the Desert Lanmola, drop down into the quicksand and head right one screen to exit the cave. Go south and stay on the right side of the two bottom cacti. Continue following the path on the far right until you reach a spot with two bushes and a couple of boulders. The seashell is underneath the bottom boulder.

Location: House by the Bay
Conditions: After obtaining the Power Bracelet.
After helping the Ghost by taking him to his House and then back to his grave, he will tell you to look under a pot inside of his house. Only after helping the ghost will a seashell be there. It is located under the pot in the bottom-right section of the house.

Location: Martha's Bay
Conditions: After obtaining the Sword and the Flippers.
Go near the House by the Bay and then head west where you will see an island with a bush. Swim over to the island and chop down the bush to retrieve the seashell.
Secret Seashell #19
Location: Ukuku Prairie
Conditions: After obtaining the Sword and the Flippers.
Go near the lake that surrounds Key Cavern and swim to the small patch of land with the bush on it. You must chop the bush from the north side, or else it will bounce into the water, requiring you to leave and re-enter the screen to get it.

Location: Martha's Bay
Conditions: After obtaining the Deluxe Shovel.
Travel two screens south of the entrance to Animal Village and one screen left afterwards. Then, go up one screen across the bridge where there is an owl statue. Dig the ground to the left of the statue to unearth a seashell.
Secret Seashell #21
Location: Southern Face Shrine
Conditions: None.
Go to the Southern Face Shrine north of Animal Village. In the northern center part there is a staircase below the Armos in the lower-right corner. Make it move away from the staircase below by just touching it or killing it as well. Go down the stairs and open the chest for a seashell.
Secret Seashell #22
Location: Rapids Ride Area
Conditions: After obtaining the L-2 Power Bracelet and the Hook Shot.
Make your way over to the Face Shrine and progress until you reach the top-left corner of the dungeon. There will be a room with a staircase and a chest containing 100 rupees. Walk up the steps and open the chest to get the rupees and continue up the staircase. You will come out in the Raft Ride area on a small piece of land with a chest. Open it to receive a seashell.

Location: Kanalet Castle
Conditions: After obtaining the Power Bracelet, the Ocarina, and the Legendary Rooster.
Late in the game you will have to revive a Legendary Rooster under the statue in Mabe Village. Once you do, head over to Kanalet Castle. Fly west from the gate across the pits. Go down the stairs and open the chest for a seashell.

Location: Tal Tal Heights
Conditions: After obtaining the Flippers, the Power Bracelet, and Roc's Feather.
Near the top of Tal Tal Heights you will find a house, also known as the Hen House. Go east from it and lift up the rock in the corner to find a seashell.
Secret Seashell #25
Location: Tal Tal Heights
Conditions: After obtaining the Flippers and Bombs.
In a cave in Tal Tal Heights there is shallow water and a small patch of land sticking out from the wall. Go in and follow the path. Move the boulders while grabbing the treasure chests for money and go outside. Open the chest to receive a seashell.
Secret Seashell #26
Location: Eagle's Tower
Conditions: None.
From the start of Eagle's Tower go left one screen and then up one. If the blocks are in the way of the staircase, locate a switch to change them out. Go up the staircase and continue down one screen. Jump in the top-left pit in this room and you will land on the walkway next to the wall on the floor below. Go up two screens onto the walkway and you will come to a chest. Open it to receive the seashell.
The Prize
Location: Seashell Mansion
Conditions: After obtaining 20 Secret Seashells.
After finally getting 20 seashells go to the Seashell Mansion. A message will say its work is done and, after a short scene, the Koholint Sword will drop before you. Pick it up and a cut scene very similar to the one where you got your Sword on Toronbo Shores will come in place. Congratulations!
