The Jabber Nut is found in The Minish Cap. It gives whoever consumes it the ability to understand the language of the Minish, acting as a one-way universal translator.

Obtaining the Jabber Nut

Festari, a Minish who can speak human languages, notices that Link cannot understand the Minish's language. The elder tells them about the Jabber Nut that is found in the Barrel House. When Link eats the nut, he can understand what the other Minish are saying.
