The Inverted Song of Time is just like the Song of Double Time, in that it is not technically taught to you. It is a song in Majora's Mask learnt for the Ocarina of Time, and is rather like the Song of Time, but the notes are played backwards. This song will slow time, so that time goes twice as slow. This means that if you need more time to complete a dungeon, (which you often will), you can play this song to double your time.

How to Learn it

As is already mentioned, you don't actually need to learn this song to play it. As soon as you have retrieved the Ocarina of Time from the Skull Kid and have learnt the Song of Time, you can play this song, and the Inverted Song of Time as well. But if you weren't looking on this Wiki, you would be told about it from the Scarecow, after you dance with him.
