Requirements

Once you have the Camera Rune, return to Kakariko Village and speak with Pikango, near the fire across from Impa's house.

Walkthrough

Follow Pikango to the ledge above Kakariko, past the shrine.

Continue into the forest and find the Great Fairy Fountain (it's pretty big and obvious, slightly to the left).

First, activate the fairy fountain (this will cost 100 rupees if it is your first one). Speak with the Great Fairy and upgrade as much of your armor as you can, and look at the requirements for upgrading any other armor that you cannot currently upgrade. Most armor can be upgraded. More information can be found on the Great Fairy Fountain page.

After you're done with the Great Fairy, take a picture of the fountain. (The Great Fairy herself will not be in this picture, this is okay.) Return the picture to Pikango to complete the quest.

The reward is that Pikango will give you hints that will help you complete the Captured Memories Main Quest. Pikango can now be found in several places in the world to provide hints for the memory locations that are nearby.
