The Fairy Queen resides just west of the Eyeglass Isle Library in Labrynna's Past. At first glance, she appears as nothing more than an Octorok to Link. Upon speaking with her, Link learns that she had been transformed into that shape by Veran and has thus lost all of her fairy powers. She requests that Link finds some Fairy Powder to sprinkle on her, which restores the Fairy Queen to her former self.
After obtaining the Fairy Powder from the Eyeglass Isle Library, Link restores the Fairy Queen's body. She thanks Link by clearing the sea of all poison and pollution lying throughout it.
