Isn't that a Dragonfly?
As long as you stay away from
its tail, it's no big danger.

Dragonflies are winged enemies that fly around with stingers in Majora's Mask noted for their unique buzzing sound and electrified stinger. They only harm Link when they become stationary and they do so by striking him with their stinger.

Strategy

Dragonflies move around quite a bit so defeating them can be difficult, especially when there are many of them. However, there are two preferred strategies for defeating them. One way is to fire an Arrow from afar, with or without Z-Targeting and the second is to strike the stinger, with a sword, after blocking its strike.
