When all four boulders are blown up, the wind will blow through and the pedestal will glow orange. Make your way to a higher elevation and jump into one of the outside wind geysers, that are blowing towards the rock structure. Use the [[Paraglider]] to glide along the wind to where all three gusts of wind meet up. They will then blow Link towards the pedestal. Glide all the way over and land on the pedestal.
