When Link first arrives at the Kochi Dye Shop in Hateno Village and speaks to Sayge, the latter gives Link the Cece Fabric as a "special introduction" to the new Fabric Rework Service he runs, where he changes the fabric on a paraglider for a cost of 20 rupees. Link does not need to have obtained the paraglider before he speaks to Sayge to be given the Cece Fabric.
