Smash Director Says All Ultimate DLC Has Already Been Decided

Director of the Smash Bros. series, Masahiro Sakurai, has announced that all five DLC characters coming to Ultimate have already been finalized. In a series of tweets, Sakurai states that Nintendo chose the additional characters themselves, and Sakurai’s team simply planned around these decisions.
Super Smash Bros. Ultimate’s DLC line-up is now complete. This time the selection was made entirely by Nintendo. I decide if we can create a fighter based on their selection, then come up with the plan.

This is in contrast to the final piece of content for Super Smash Bros. for 3DS/WiiU, which featured a fan ballot to decide the final addition to the roster, a competition which ultimately saw Bayonetta added to the game. The fact that Nintendo themselves have chosen all five characters could suggest that third-party and more imaginative suggestions could be out of luck, but nothing has been confirmed.
During the Direct last week, Sakurai revealed the final two additions to the Ultimate roster, Ken and Incineroar, a single player story mode, World of Light, and DLC details, including a pre-order bonus, Pirhana Plant.
