Ruto and Rutela

Recently I was playing TP and noticed the uncanny resemblances between Rutela and Ruto. After some investigation I found a lot of things connecting them.
One - The name. Ruto and Rutela sound kind of similar right?
Two - The necklace that Rutela wears is similar to the Zora Sapphire.
Tres! - Her theme is a remix of Srenade of Water. <- My 2nd favorite theme in TP
Okay this could easily just be a small refernce, but it's nice to know that they are still acknowledging the OoT days. But who knows if they are actually related or not?

I have noticed the Zora Sapphire necklace as well.

But Ruto in OoT did tell Link that the Zora royal family used it as an engagement ring. And that it was passed down the line from mother to daughter. So I would not be surprised to see most female Zora royalty wearing it from time to time.

"You mean the Spiritual Stone of Water, Zora's Sapphire, don't you? My mother gave it to me and said I should give it only to the man who will be my husband. You might call it the Zora's Engagement Ring! All right! I'll give you my most precious possession: Zora's Sapphire! Don't tell my father..." — Princess Ruto

It is also the symbol of their tribe, so there could be any number of pieces of jewelry in the shape of the sapphire. I would say they are definitely related as they are both members of the Zora royal family, it makes sense that Rutela would be a later descendant of Ruto. Possibly named for her ancestor or it might be a common name for royal family members. The sage Laruto in Wind Waker makes me believe that the sound Ru- in a name possibly has some meaning. Or it has come to be a part of a traditional feminine name for Zora. Sort of how female names can commonly end with the letter A or the uh- sound. It has become a traditional sound for them. Interestingly enough Ruto's name is mentioned in Phantom Hourglass by her crown.

Some say this regal crown was worn by a princess of Zora.

Also in Termina, Lulu was named after her mother. There might be some tradition of naming girls after their mothers in Zora culture
"The one you heard singing must have been the original Lulu, mother of the current lead singer who's also named Lulu." — Toto

Actually, I don't think that Ru- doesn't really have a meaning. In windwaker Laruto virtually says she's named for Ruto (I can't post a quote right now because the internet is being annoying.) I'm not sure about Rutela, but I think she's probably named for Ruto too. (on a separate timeline)

Unfortunately no she does not mention Ruto, it is an assumption based on her name having Ruto in it and that they are both sages. Although her Nintendo Gallery figurine does say she was born in Zora's Domain. Her every line is here

O great hero, chosen by the Master Sword!

My name is Laruto.

I am a Zora sage. For an age, I offered
my prayers here in the Earth Temple,
praying that the power to repel evil would
ever remain within the Master Sword.

And yet...unfortunately, due to Ganondorf's
evil designs, the Master Sword you hold
has lost this power.

After his defeat at the hands of the Hero of
Time, Ganondorf was sealed away...but not
for all time. He was revived, and he
returned to Hyrule in a red wrath.

He attacked this temple and stole my soul,
knowing that he had to remove the power
contained in that enchanted blade.

In order to return the power to repel evil to
your sword, you must find another to take
my stead in this temple and ask the gods
for their assistance.

You must find the one who carries on
my bloodline... The one who holds this
sacred instrument...

Nothing can stop the flow of time or the
passing of generations...but the fate carried
within my bloodline endures the ravages of
all the years. It survives.

The song you just conducted is one which
will open the eyes of the new sage and
awaken within that sage the melody that
will carry our prayers to the gods.

The door that blocks your way will only
open when the sage plays that song.

May the winds of fortune blow with you.

She speaks more later in the game though, doesn't she? I know she doesn't mention her by name, but I was pretty sure she mentioned being descended from a "Zora princess of legend" or something like that.
