I'm pretty sure it's Latias that kissed Ash Ketchum on the cheek because the real Bianca would have said something like a thank you for everything you did. It could be the real Bianca gave Latias the painting of Ash and Pikachu and told Latias to disguise as her and kiss him.

It was probably latias. It´s no problem to give a kiss. It only showed that latias liked ash.
