I'd assume this is the case

Maybe the move is to do it on D2 when people have more info

I don't see anything in the rules making them mandatory so we're probably fine if we don't vote anyone

some hosts also allow voting to not lynch anyone, and if it gets the most votes then nobody dies. I don't know if pen allows that or not.

If somehow there's no votes for anyone at eod no one will die. And yes, I do allow voting for No Lynch if anybody wants to do that. ^^
