Yeah where do you get the Iron boots for the windy island?

At Ice Ring Isle.

It's located one square west of Forest Haven. Shoot a Fire Arrow at the structure in the middle, and the ice will disperse. A five minute timer will appear, and you'll have to enter the mouth of the structure before time runs out. Enter to find a mini dungeon. Traverse your way to the chest, open it, and the boots are yours.
