Majora's Mask Help with the Bombchu Hover Glitch (hovers but Not Higher)

Hi I was wondering if anyone could help me with the bombchu hover glitch in majoras mask.
I can get link to hover for about three to four times but he only goes back and lower. he does not go any higher so I end up back near the ground. I have been practicing this in north clock town on the cliff near the fairy fountain.

Really just try doing things differently.
