On the old SB there was a a pm function and a feature allowing group chats, but I believe this shoutbox is badly coded. Kitsu and Rep could probably answer better though, I do think they've looked into it.

By "privileges" I meant the basic privileges that are available to every member. Making things equal gets us away from this whole "ranked members are superior" concept, which is why a lot of the HK privileges were either removed or given to non ranked members as well.
