The writer shouldn't have to do this, nor do they have to enter in any CSS for it to work. The admin/webmaster would have to add those fixes to the stylesheet "style.css".
Me either? I don't know who's making up that I have a personal vendetta against usergroups, but it's not true. The post you quoted was in reply to Atticus's idea for custom badges where he referred to them as usergroups. He latter clarified this for me.

Axle's assumption is valid. The idea was to allow a 'majority' vote to override actions. Of course I think there would need to be certain conditions that might make a thread not be eligible for unlocking (e.g. length of thread, and how many different members posted)...
That's a rather lame excuse. A mod's privileges 'has the potential to be abused', but that doesn't stop you from creating moderators. If a mods decision is considered abusive by the community, then at least there is a way of countering it in a democratic way. Not saying it's perfect, but it's...
A better idea to me would be to hide the infringing post from the view of others (except the writer of the post, and relevant forum staff). This allows the user to make necessary edits to the post, and removes any need for an infraction.

A better system I think, would be one without rank. There wouldn't be Hylian Nobles or Knights or any other non-functional rank or role. Functional roles (e.g. Administrators, Moderators, etc...) would remain anonymous (i.e. No badge or different color username), which might eliminate elitism if...
The check would work when the person submits or previews the signature in the editing phase, and it wouldn't include what was in the spoiler tags. You would however set a fixed height for a spoiler tag that's closed so that you couldn't implement an unlimited amount of them.
