Prob true. But it makes no sense for Ganon(dorf) to be resurected in the Hero Victorious or era of decline timeline, that means either he comes after the events of the Wind Waker, and hyrule is drained, after him being underneath Hyrule Castle, and a new Hyrule Caslte is atop the OOT/WW ruins...
Question: Ganondorf comes from a poor desert village, and leaves to seek power and help his people; he's basically Luke Skywalker. Why not give him the whole Triforce, so he has the wisdom to know what is best and the courage to do what is right? Refusing to help him in OOT screwed everubody...

As OoT came before ALTTP, it is safe to guess that the maidens are descended from them, as in the beginning story it talks of the sages that sealed Ganondorf into the Golden Land, and in both LTTP and ALBW it is mentioned that the maidens are descended from those sages, meaning those of OOT.
Well, they were added in BOTW so we could see that they didn't just appear from nowhere. They had been there, but their civilization was just a little bit... Decrepit.
