I'm assuming you're talking about the actual first Triforce Chart. If so, the island you want is the Islet of Steel (I can't give you the exact location right now). You need to use your bombs to blow up all the ships patrolling the area and enter the building, playing the Wind's Requiem on the blue symbol to make the chest with the Triforce Chart appear. Hope that helped...
