do the sigs have to be in HTML or can i just upload a JPEG?

It has to be in bbcode. You can read about it here (http://en.wikipedia.org/wiki/BBCode#BBCode_tags). Additionally, you can use the WYSIWYG Editor, which is the bar with all the little pictures above the text entry area.
