Once in the palace head left and up a screen. The flying enemies can you killed by first throwing your boomerang at them and then striking them with your sword. Hit the switches to make the platforms. Make your way across the first three bridges.
You can push the middle block up and both the other blocks of the map. Hit the switch and cross the bridge. There is a block between the flames on the left. Push it off and then use your boomerang to strike the switch. Make two clones next to each other and cross the bridge on the right. Avoid the stalfo if possible and push the huge block up. Make your way up a screen. There is a moving platform here so get on it when it comes by. Avoid the blocks while stay on the platform until it reaches the top. Get off and head left.
Avoid the enemeies in this area and climb the steps and make your way to the top-left corner and head left a screen. Go down the steps and at the bottom-left of this platform use your boomerang to hit the switch to make a bridge heading down. Cross it and use the spot at the bottom-middle to get by the spike. Hit the switch to create a bridge. Before crossing the bridge, place a bomb by the switch and then quickly cross the bridge before it blows up. It will create the next bridge that you need to cross. Somewhat of a mini-boss here. Spikes will appear at the bottom preventing you from leaving the area. Wizards will appear and throw their magic at you.
After the first two are defeated another batch show up. After three batches of wizards, 12 wizards in total, a treasure will appear. Open it up to receieve Roc's Cape. Equip it and jump/fly across the gap on the right. Head back up the stairs and right a screen.
Make your way to the top-right of this area. There is a flip in the grating. Use your newly aquired roc's cape to land on the flip to get under the platform. Open the chest for a red kinstone. Head back and jump to cross the platform. Head back left a screen now. Stand under the cloud and jump with Roc's Cape to get on top of it. Repeat this until you head up a screen. Kill or avoid the enemies here and fly your way across the two gaps on the right and head right a screen.
Push the middle block down, the next two top blocks up and the block at the top-right corner to the right. See the screenshot.
Clone yourself on the bottom three tiles and head through the gap. There are four switches here. Make Link stand in between the four switches and strike his sword to hit all four switches at once. Defeat the two enemies, or just watch them run themselves off the platform and then go through the door that opens on the right. Make your way up when the wind is not blowing. Cross the gap at the top and make your way down. There will be a small hole where you will need to use the Cane of Pacci to jump up to the ledge on the left. Do so while avoiding the wind and head left a screen.
Use Roc's Cape to stomp on the panel. Head left and gather the rupees but beware of the Like-Like holding the red rupee. Fly through the panel and head left some more. Here you will need to flip the panel but time it so you land on the moving platform. Once on the platform jump up through the panel on the left. More clouds here for you to fly onto. Do so until you head up a screen. First things first, head accross the fast moving platform to see your route. Break the skull jars here and you will see a big block. Now jump off the ledge at the top and clone two Links and get on the moving platform. Quickly make your way to the block and push it to the left and head down a screen. My favorite part of this level right here. Push off the three blocks on the right. Get onto the moving platform on the right. Fly between the platforms to avoid the blocks in your way.
At the end fly south to the platform. Jump through the panel and head right a screen. Link needs to jump through several panels while keeping pace with the moving platform that moving to the right. Do so and at the end head right a screen. Head through the panel and head up. Use your Cane of Pacci on the right and jump up to the high ledge. Clone two links and hit all three switches to reveal a stone where Link can shrink down in size. Do so and head down through the tunnel. Even little Link can push these barrels. Push and make your way to the hole on the left. Head up avoiding the spike and head through the hole. Head up and revert to normal size. Use your boomerang to trigger the switch on the left.
Doing so will drop a small key. Head through the door on the right. Fly accross the gap and head down and left back up the stairs. Open the locked door on the left. Even more clouds to jump up on top of. Do so to reach an even higher area. Kill or avoid the enemies here and head left a screen.
Be careful of the wind that blows here and head left flying over the missed part of the bridge. Push the blocks so you can head down. You cannot push the blocks to head left. Fly over the spikes being careful of the enemies that appear. Head down the stairs at the end. You need to time the fans here. Time it so once you use Roc's Cape you will do a Superman fly all the way to the platform and the far left. Head up a screen. You can easily kill the enemies with the Cane of Pacci or just forget them and fly accross the platforms and head up a screen.
Fly up the three clouds and then use Roc's Cape and fly all the way to the right to get accross the large gap. Head up the stairs and kill the two enemies to get to a chest that holds a Blue Kinstone. Head back left and down the stairs. Fly over to the platform on the right. Use Roc's Cape to get on top of the layers of Clouds. Fly over the huge gap. Climb the other set of clouds.
Kill or Avoid the enemies and head down a screen. Defeat the two chain enemies here. The best way I defeated them is simply using both your sword and shield. Move in on them holding your shield out and once they throw a straight chain they are vulnerable so use your sword to swipe at them. Each one will leave 50 rupees. Grab the small key that they leave behind and head through the locked door on the left. Kill the enemies here and continue left a screen. Kill the enemy here and then push one of the blocks here onto the bottom-right switch. Clone two Links at the other spots to press all four switches at once to open the dorr. Head left a screen.
Press the switch on the left side to start up the wind. Use Roc's Cape to fly accross the gap using the wind as support. After you make it accross once you head towards the door it will shut and some enemies will pop up. Defeat them and the door will open. Kill or avoid the enemies and head right a screen. Press the switch on the far right and its another Fan ride again. Fly your way using the fan to the top of the screen. Push the block under the chest tot he left and open the chest for a Small Key. Two blocks on the right side can be pushed. Do so and head through the locked door at the top.
Simply open the Big Treasure Chest here to get the Big Key. Head back through the door on the bottom and then head right a screen. Head to the bottom of this room and use the Big Key on the lock.
Gather some hearts from the skull jars if needed and then jump down the hole. You will land on a single platform with a huge knight to battle. Just use your shield to block his shots. Once he misses he his vulnerable so strike him with your sword. Once defeated the blue warp will appear and a bridge will also appear. Head into this area and it will be dark so bust out the Lantern.
Head up the stairs on the right and open the big chest for the Compass. Then head to the bottom-left and go up the stairs located there. Make your way up a screen and right a screen.
Drop down the hole in the middle of the room and open the chest for the a small key. Jump off this ledge and head up the stairs at the bottom-left again. This time head down a screen. Kill the enemies first and then exit the room to the north and come back to the room to make things easier. Clone Two Links so there is a Link on the first, third, and fifth tile. Make yur way to the bottom and position the Links between the switches and swing the sword to hit them all at once and open the door. Head left a screen.
Use Roc's Cape to fly over the spikes and make your way up the stiars. Open the chest to get another Small Key. Head right a screen. and jump off the ledge. Head through the locked door on the right. Use Roc's Cape at the bottom to get to the tornado. Fly your way from tornado to tornado in a counter-clockwise route to get to a platform. Head up through the door and defeat the two mummies. Head up the stairs and head up and left a screen.
Defeat the three wizards and open the Big Chest to get the Dungeon Map. Head left a screen and defeat the Hand enemies. Pull the switch to open the door and head through it. Kill or avoid the enemies and head up the stairs here. Kill the enemies and head to the top-left. Push the blocks into the fip and jump over the gap and head up a screen. Head up a screen and grab the Piece of Heart! Backtrack down two screens. Fall down the hole and just make your way back to this large room.
Kill the enemies and head to the top-left. Push the blocks into the pit and jump over the gap and head up a screen. Head up a screen and grab the Piece of Heart! Backtrack down two screens. Fall down the hole and head down a screen and back up the stairs.
At the bottom right of this screen you will see a bomb enemy. At the far right you will see some blocks that can be blown up. As the bomb is close to those blocks use your boomerang to hit and detonate it. Kill the enemies on the right and light the toches to reveal the red warp point. Head back down a bit and go through the locked door which leads to some stairs. Kill the mummies and bomb the wall on the right. You can kill the enemies here if you'd like. Bomb the north part of the same wall. It's not obvious where to bomb at this part of the wall. Use the screenshot for a better idea. Head left a screen and bomb the two cracked blocks. Head up to the next room. Be careful to touch any of the bombs as it will trigger the switch which will close the door. Make your way around the perimeter of the room Push the block that is between the two lone bombs up and the next block to the left to to the door. Open the chest for a small key.
Nothing else of interest here so backtrack to the bomb room and then head down one more room. There are 9 floor tiles that are cracked. Fall through them down to the lower floor. Head up through the locked door. Fly over the spikes and follow the path to a chest. Push the block to the right to open the chest for a blue kinstone. Backtrack to the entrance of this area and head up. Continue along this maze type room until you get to the southeast part of the room. Push the two blocks off the ledge and jump over the gap. Head up and fly over to the ledge on the right side.
Use Roc's Cape to climb up the clouds to the next area. Head right a screen and open the chest for another kinstone piece. Head back left and fall down the hole. Jump back to the left side and climb those sets of clouds.
Jump to the door and enter it. Break the jars here for some hearts to prepare for battle. Follow the path up the stairs and yup yet another whirlwind. A weird Zelda boss battle here, but nonetheless get onto the Red/Orange body of this boss. There are 8 slots for eyes here of which three appear at once. Clone Links so that you can strike each of them at once. Continue to strike them until they go away. Repeat this a number of times until they blow up.
Next you will need to jump back onto the blue flying bird. Strike at its eyes when they show up. There is one in each corner. Beware of its tail which can be easily avoided by jumping over. After a couple hits you will be back on the red/orange one. Repeat the same thing you did before but this time avoid the balls being shot at you. You will have to go back to the Blue, then back to the Red/Orange, and then once again on the blue, and lastly on the Red/Orange one. Each time adding slightly new obstacles. Overal kind of tedious, but relatively easy with some patience.
Finally after this long battle, Link will receieve the Wind Element!
Also grab the Heart Container before going through the warp tile to get to just outside the Palace of Winds.
